Limiting Max Bandwidth
Due to the incompetency of one of my dedicated server providers, I've had to relocate all of the websites that I host to my host DSL connection (256Kbps upstream). Problem is, whenever someone accesses one of the hosted webpages, my internet connection freaks out, and effectively becomes useless until the viewer is done looking at the website...

Is there anyway to limit the available upstream bandwidth (preferably on a single process: apache) to around 128Kbps?
